Also fix Cancel pressed in passphrase dialog when *restoring*

- Put the radio buttons inside the group box
- Share more code between the have-group-box and not cases
- Use ChoicesLayout
- Don't use cosigner terminology unless it's a Multisig wallet

Install wizard: simplify create_or_restore
...
- Use ChoiceLayout to organize the layouts
- Do wallet filtering in wizard.py as it's GUI independent.
- Only pass the descriptions.
