add lib changes from electrum 3.1.3
...
- Add electrum 3.1.3 changes to lib, lib/tests.
- Get new electrum 3.1.3 lib/constants.py, add Zcash changes.
- Get original electrum 3.1.3 lib/blockchain.py (will be
- modified in next commits).
- Remove debian/ lib-util patch (fixed in 3.1.3 code).
- Remove lib/www (as in 3.1.3).

Avoid modifying self.transactions in prepare_for_verifier
...
In python3, the `.keys()` function returns an iterator, not a list,
so to get a list that can be iterated over, use `list()` instead to
avoid modification of a list while in use.
