x/staking: add ValidateGenesis benchmark (#8746)
This benchmark examines how ValidateGenesis behaves. In a follow-up issue, I'll show how it reveals an inefficiency that'll affect trying to load repeatedly retrieve Validators' ConsAddress values. Updates #8744
