#4588 Context does not depend on x/auth anymore. client/context is stripped out of the following features:
- GetAccountDecoder()
- CLIContext.WithAccountDecoder()
- CLIContext.WithAccountStore()

x/auth.AccountDecoder is unnecessary and consequently removed.
