Disable previously-deprecated features by default
...
These features were deprecated at least 3 minor releases ago. I found
one mistake which was that `z_validateaddress` had not been placed
behind the `addrtype` deprecated feature; this has been fixed.

test: Ignore timestamps in addressindex checks
...
The mempool timestamps are local to each node, and if the testing
machine is under load, they can potentially differ by a second.
Closes zcash/zcash#4439 .
