depends: Add rust-std hash for aarch64-unknown-linux-gnu
...
Usage on Debian / Ubuntu:
> $ sudo apt install g++-aarch64-linux-gnu
> $ HOST=aarch64-linux-gnu ./zcutil/build.sh
Currently fails to cross-compile due to later configuration issues in
the depends system that need to be worked around.
