tests: Add missing locks to tests

Add missing locks to tests to satisfy lock requirements (such as
EXCLUSIVE_LOCKS_REQUIRED(...) (Clang Thread Safety Analysis),
AssertLockHeld(...) and implicit lock assumptions).
