Convert remaining comments in /src to doxygen format

- Update comments in checkpoints to be doxygen compatible
- Update comments in checkqueue to be doxygen compatible
- Update coins to be doxygen compatible
- Fix comment typo in crypter.h
- Update licenses/copyright dates
