Revert #12769: Add systemd service to bitcoind in debian package
After discussion with Matt on IRC, this is not ready for prime time
until 2019 and shouldn't have been ACKed and merged.

- Revert "Sync contrib/debian from Matt Corallo's PPA"

This reverts commit 9085532d35.

Henrik Jonsson 3fdb29778a Rename rpcuser.py to rpcauth.py
This script creates `rpcauth` entries for bitcoin.conf,
not the deprecated `rpcuser` entry, so this changes the name
of the script to match.

MarcoFalke ddf58c7573 wallet: Remove sendfree
This removes the option from the wallet to not pay a fee on "small"
transactions which spend "old" inputs.

This code is no longer worth keeping around, as almost all miners
prefer not to include transactions which pay no fee at all.

Wladimir J. van der Laan 2190ea6c4e rpc: Split option -rpctimeout into -rpcservertimeout and -rpcclienttimeout
The two timeouts for the server and client, are essentially different:

- In the case of the server it should be a lower value to avoid clients
clogging up connection slots

- In the case of the client it should be a high value to accomedate slow
  responses from the server, for example for slow queries or when the
  lock is contended

Split the options into `-rpcservertimeout` and `-rpcclienttimeout` with
respective defaults of 30 and 900.
