bug fix - eNB was not allocating UL grants for an UE that has performed intra-enb handover. The problem resulted from the fact that the ue configuration in the scheduler not accounting for removed cells.

this fixes an issue where the stdout metrics isn't readable if the only
neighbour cell gets removed during the 10s where no table header is printed.

in order to prevent handling them as data PDUs.
This could happen when the size exceeded the arbitrary length check.
