store timestamps in sqlana ( #106 )

* save timestamps in sql
* move some timestamps to block
* store processed_local_time in blockstore
* continuosly poll processed blocks and feed into blockstore
* fetch local processing time from blockstore
* make Blocks.local_time optional in schema
