Add BenchTpsClient trait (#24208)

* Add BenchTpsClient

* Impl BenchTpsClient for used clients

* Use BenchTpsClient in do_bench

* Update integration test to use faucet via rpc

* Support keypairs from file that are not prefunded

* Remove old perf-utils
