* Only take the latest vote for each validator in gossip Since the new vote updates are no longer incremental, there is no value in storing intermediate votes. * Address pr feedback * Handle potential downgrade path, FullTowerVote -> Incremental * Rename sent to bank -> gossip slot * Handle downgrade case properly * Only downgrade for newer votes and feature flag, ignore incremental votes otherwise * Update test
