Implement OutputFormat for confirm in Cli and ledger-tool bigtable (#15528)

* Add CliTransaction struct

* Impl DisplayFormat for decode-transaction

* Add block-time to transaction println, writeln

* Impl DisplayFormat for confirm

* Use DisplayFormat in ledger-tool bigtable confirm
