* SDK: Split new `FeeRateGovernor` out of `FeeCalculator`

Leaving `FeeCalculator` to *only* calculate transaction fees

* Replace `FeeCalculator` with `FeeRateGovernor` as appropriate

* Expose recent `FeeRateGovernor` to clients

* Move `burn()` back into `FeeCalculator`

Appease BPF tests
