solana-install: check for fixed releases directly (#29365) 
when initializing, if a specific release is requested, we only need to confirm it exists
this can be done with the download url itself, rather than pulling the list of releases

OleG 87c0d8d9e7 fix syntax error in bash_profile 
if there is no newline at the end of the file, this export is glued to the rest of the code and generates a syntax error like this

```bash
if [ -f ~/.git-completion.bash ]; then
  . ~/.git-completion.bash
fiexport PATH="/Users/user/.local/share/solana/install/active_release/bin:$PATH"
```

windows: Make solana-test-validator work (#20099) 
* windows: Make solana-test-validator work

The important changes to get this going on Windows:

* ledger lock needs to be done on a file instead of the directory
* IPC service needs to use the Windows pipe naming scheme
* always disable the JIT
* file logging not possible yet because we can't redirect stderr,
but this will change once env_logger fixes the pipe output target!

* Integrate review feedback

Split file opening and data writing operations
Drop filename == "-" stdio signal. It is an app-level feature

* keygen: Move all non-key printing to stderr
