## Description
Ref #11774
This proposes a generic gRPC query service that uses direct index access and can basically be implemented as a thin layer directly on top of `ormtable.Table`. There is relatively little code required to implement this but it can potentially provide a lot of value as a way to expose queries to basically everything that's using the ORM without needing to implement any custom gRPC queries.
A version of this which is type safe is also proposed in #11774 but that would require additional codegen of .proto files. #11774 also proposes a logical query layer instead of direct index access but that's substantially more code to do even naively and an optimized version would take more effort.

## Description
This follows up on #11119 and adds app wiring proto definitions for the ORM. These would be used together with an app-wiring `cosmos.app.v1.module` option like so:

This supports various alternative storage types (memory, transient, etc.) which can be scoped to individual file descriptor schemas.
This PR also removes the `references` fields currently in `cosmos.orm.v1alpha`. I do think something like that should be supported, but I don't like having a field unsupported by the tooling when the documentation says otherwise.

## Description
`uint64` values are used in the ORM as auto-incrementing primary keys. Always using 8 bytes for these values is a bit of a waste of space. Unfortunately, varint encoding does not support ordered prefix iteration.
This PR introduces a compact, well-ordered variable length encoding for `uint32` and `uint64` types. `fixed32` and `fixed64` integers are still encoded as 4 and 8 byte fixed-length big-endian arrays. With this, users have a choice of encoding based on what type of data they are storing. An auto-incrementing primary key should prefer the variable length `uint64` whereas a fixed precision decimal might want to use `fixed64`.
See the golden test updates to see how this reduces key lengths.
This encoding works by using the first two bits to encode the buffer length (4 possible lengths). I'm not sure if my choice of 2,4,6 and 9 bytes is the right choice of 4 lenths for `uint64` - there are many alternate choices. I could have also chosen 3 bits and allowed for 8 possible lengths, but way waste an extra bit? Input on the right design parameters would be appreciated.
