## Description
Closes: #12546
Removes `simapp` as a dependency from `testutil/network` by abstracting `simapp` construction behind a factory fn (now in `simapp`), then requiring callers of `network.DefaultConfig` to pass in the factory fn directly.
This patch is an intermediate step to removing all dependencies on `simapp`. Follow up work may include moving all of the tests using `network.DefaultConfig` updated here up to `simapp`, or possibly just the runners.

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.

fmt.Printf or fmt.Sprintf already know how to convert a
byteslice into a string when building the output; we shouldn't
incur the unnecessary string(byteslice) conversion.
Using Bencher, we can see improvements such as

## Description
The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages.

## Description
Closes: #8961
SDK allows InitGenesis to return with an empty validator set. In practice, the error for an empty validator set gets thrown in tendermint. To fix this,
* Add non-empty validator set check to the `mm.InitGenesis` function. This will break `simapp.Setup` because it relies on an empty validator set [#comment](https://github.com/cosmos/cosmos-sdk/pull/8909#issuecomment-804850834).
* Update `simapp.Setup` to use a single validator.
* Fix failing tests (Most of them are keeper tests).
