## Description
This PR:
* moves all of the `types/errors` code to a new `errors` go module, except:
* the `RootCodespace` errors in `types/errors` stay there
* ABCI stuff that depends on tendermint stays in `types/errors
* adds aliases to everything in `types/errors` referencing `errors` so **this is not a breaking change**
This will allow standalone go modules to use the same error types as the SDK. In particular, I want the `orm` to reference `errors` and then the SDK will be able to import `orm` and it can stay standalone. The same could apply to the `db` module.
After this PR the plan is to:
* tag `github.com/cosmos/cosmos-sdk/errors` as `v1.0` 🎉
* remove the `replace` directive for `errors` in the main SDK `go.mod`

## Description
ref: #9183
After some more recent conversations w/ @aaronc, I decided to go back to his original proposal of setting up a subcommand for running in-process testnets.
This PR splits the `simd testnet` command into two subcommands:
- `simd testnet start` which starts an in-process n-node testnet
- `simd testnet init-files` which sets up configuration & genesis files for an n-node testnet to be run as separate processes (one per node, most likely via Docker Compose)

In daily work, we have some files, scripts which are not comitable yet useful when working.
Seeing them in git status is annoying. Let's support them in `.gitignore`

Follow-up of #6101.
- Makefile:
Set all as actual default target.
- contrib/devtools/Makefile:
The buf target was running unconditionally.
Install protoc-gen-gocosmos along with protoc.
Don't reinstall proto tools unconditionally every time
one runs make.
On most Linux systems, /usr/local is writable by root only.
Allow users to customise installation directory by passing
PREFIX to make command line, e.g.:
$ make PREFIX=~/.local
{,scripts/}Makefile:
- Remove gometalinter, install golangci-lint.
- Remove distinction between tools and devtools.
Just tools is enough.
- test_lint -> lint
Migrating away from underscore separated names.
- Remove unnecessary targets.
- Drop tendermint/lint. Incompatbile with golangci-lint
and no longer necessary anyway.
- Fix misleading message in go-mod-cache.
- New ci-target to avoid download tools twice.
- Run tests with -mod=readonly.
Port tools/gometalinter.json to .golangci.yml
Update CircleCI config accordingly.

Replace sha1sum with jack's gosum and get rid of
vendor-deps.
Also don't compute hash on vendor/ contents.
Instead hash go.sum.
Disable unconvert lint check. It does not
work very well with go mod.
Remove update_vendor_deps once and for all.

Global flag fixes
The simple staking module allows validators to bond and add more stake
to their bond. It doesn't allow partial unbond and has no delegation.
The staking power per validator though is correctly reflected within the
consensus.
After offline emails and a video call with @ethanfrey,
a goal was decided to move things around i.e:
- [X] Move /build/send and /query/account to modules/coin/rest
Due to that move, there is a lot of overlap between needed
code and utils so extracted common code to make
