Moves all legacy gov code to `v1beta1`. This preserves all existing behavior (i.e. everything still uses v1beta1). It's merely moving things around to get everything in the right place logistically (hence the large diff still)

## Description
We want to use this feature in [Akash Network](https://akash.network/).
The [Akash whitepaper](https://whitepaper.io/document/632/akash-network-whitepaper) defines a time-based function for the inflation: `I(t)`. The way `cosmos-sdk` currently calculates inflation is different as compared to what the Akash whitepaper prescribes. So, we need the `cosmos-sdk` to accept a custom function to calculate inflation. When the custom function isn't provided, it should use the default inflation calculation logic as it currently does.

Hello 👋 this PR introduces the second stage of changes to support [ADR-038](https://github.com/cosmos/cosmos-sdk/pull/8012) state listening. This is rebased on top of the [first segment](https://github.com/cosmos/cosmos-sdk/pull/8551), which introduces the low level changes to the MultiStore and KVStore interfaces and implementations, the new WriteListener types, and the new listen.KVStore type.
In this segment we introduce the StreamingService interface, an implementation that writes out to files, and it's integration and configuration at the BaseApp level.
The idea was to have the first segment reviewed independently first but if people think it is easier/more time efficient to review both at the same time then we could start here.

This PR if the 1st step (out of 2) in the #9585 refactor. It transforms baseapp's ABCI {Check,Deliver}Tx into middleware stacks. A middleware is defined by the following interfaces:

This Pr doesn't migrate antehandlers, but only baseapp's runTx and runMsgs as middlewares. It bundles antehandlers into one single middleware (for now).
More specifically, it introduces the 5 following middlewares:

| IndexEventsTxMiddleware | This is a simple middleware that chooses which events to index in Tendermint. Replaces `baseapp.indexEvents` (which unfortunately still exists in baseapp too, because it's used to index Begin/EndBlock events) |
| RecoveryTxMiddleware | This index recovers from panics. It replaces baseapp.runTx's panic recovery. |
| GasTxMiddleware | This replaces the [`Setup`](https://github.com/cosmos/cosmos-sdk/blob/master/x/auth/ante/setup.go) Antehandler. It sets a GasMeter on sdk.Context. Note that before, GasMeter was set on sdk.Context inside the antehandlers, and there was some mess around the fact that antehandlers had their own panic recovery system so that the GasMeter could be read by baseapp's recovery system. Now, this mess is all removed: one middleware sets GasMeter, another one handles recovery. |

- the `NewAccountKeeper` should take a `string bech32Prefix` argument
- ` auth AccountKeeper` implements `Codec` interface that contains 2 methods: `ConvertAddressStringToBytes` and `ConvertAddressBytesToString`
- Add the 3 following gRPC queries:
- Get bech32 prefix
- `AddressStringToBytes` (converts `AccountAddr` string to `AccountAddr` bytes)
- `AddressBytesToString` ( converts `AccountAddr` bytes to `AccountAddr` str)

The following is a breaking fix to #9800. In the non-breaking fix, the initialization logic was moved out of `InitializeAndSeal` but the API was preserved. I've now removed `InitializeAndSeal` and replaced it with just the `Seal` function, which may be called much more cleanly in `app.go`

Add a new Key to the IBC client store to track the IBC Upgrade Height. This allows IBC upgrades to correctly remove old IBC upgrade states
* update abci and tests
* revert key storage after discussion with @AdityaSripal
Revert using a key to track IBC upgrades. By clearing any IBC state using an old plan in ScheduleUpgrade, IBC upgrades do not need to be tracked by IBC. This reduces code complexity and reduces potential for bugs.
