Closes: #3729
- adds a new query to the tx service in Auth, which gets block information + decoded txs
- added a new function to get the protoBlock from the node.

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.
