## Description
Closes: #10484
This PR makes the following big changes:
### 1. Change the tx.Handler interface
```diff
- CheckTx(ctx context.Context, tx sdk.Tx, req abci.RequestCheckTx) (abci.ResponseCheckTx, error)
+ CheckTx(ctx context.Context, req tx.Request, checkReq tx.RequestCheckTx) (tx.Response, tx.ResponseCheckTx, error)
// same for Deliver and Simulate
```
where:
```go
type Response struct {
GasWanted uint64
GasUsed uint64
// MsgResponses is an array containing each Msg service handler's response
// type, packed in an Any. This will get proto-serialized into the `Data` field
// in the ABCI Check/DeliverTx responses.
MsgResponses []*codectypes.Any
Log string
Events []abci.Event
}
```
### 2. Change what gets passed into the ABCI Check/DeliverTx `Data` field
Before, we were passing the concatenation of MsgResponse bytes into the `Data`. Now we are passing the proto-serialiazation of this struct:
```proto
message TxMsgData {
repeated google.protobuf.Any msg_responses = 2;
}
```

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.

For clients to know whether a protobuf feature is available for a certain SDK version, we decided to use the [`@since` doc comment](https://www.oracle.com/technical-resources/articles/java/javadoc-tool.html#@since) inside protobuf files.

The following errors are occurring when these protos are compiling
because they exist in a sub-package `cosmos.base.tendermint` but are
trying to refer to toplevel `.tendermint` types:
```
```
Here is one issue where I observed these errors:
https://github.com/cosmos/cosmos-sdk/issues/8171
However note it is also breaking the build on `cosmos-rust`:
https://github.com/cosmos/cosmos-rust/issues/23
Adding a `.` before `tendermint` references the package in toplevel
scope, which appears to be what is intended.
