## Description
This adds support for registering gRPC query server implementations that were generated using pulsar. It should make integration with the ORM easier.
This should be backportable.
This does not enable support for pulsar msg servers or tx's.

<li>If a custom option value contains a message literal, <code>protoc</code> accepts identifiers <code>t</code>, <code>f</code>, <code>True</code>, and <code>False</code> as synonyms for <code>true</code> and <code>false</code>. Use of these alternate spellings would be rejected by this package. This is now fixed so that this package accepts the same values as <code>protoc</code>.</li>
<li>If a custom option refers to an enum which has values named <code>true</code> or <code>false</code>, this package would reject the option, misunderstanding the <code>true</code> or <code>false</code> identifier to be a boolean literal instead of an enum value name. This has been fixed.</li>
<li>There were several cases where references to a custom option or extension, in an option name or in a message literal, were resolved differently by this package than by <code>protoc</code>. This lead to some variances -- some source files that <code>protoc</code> would accept but that this package would not (because it was unable to resolve a reference), and some source files that this package would accept but that <code>protoc</code> would reject (because this package was using different lexical scoping rules during resolution). This has been fixed and this package now resolves extension names the same way as <code>protoc</code>.</li>
<li>When specifying a custom option value for a message whose type is <code>google.protobuf.Any</code>, <code>protoc</code> supports a special syntax that makes it possible to use a simple text format for the contained message, instead of having to include a byte string representation of a marshaled/encoded value. <li>This package would previously accept a <code>repeated</code> extension for a message that used message-set wire format. * `scripts/go-update-dep-all.sh` updates a dependency in all go.mod's which use it
* `scripts/go-mod-tidy-all.sh` runs `go mod tidy` in all go.mod's

## Description
This PR:
* moves all of the `types/errors` code to a new `errors` go module, except:
* the `RootCodespace` errors in `types/errors` stay there
* ABCI stuff that depends on tendermint stays in `types/errors
* adds aliases to everything in `types/errors` referencing `errors` so **this is not a breaking change**
This will allow standalone go modules to use the same error types as the SDK. In particular, I want the `orm` to reference `errors` and then the SDK will be able to import `orm` and it can stay standalone. The same could apply to the `db` module.
After this PR the plan is to:
* tag `github.com/cosmos/cosmos-sdk/errors` as `v1.0` 🎉
* remove the `replace` directive for `errors` in the main SDK `go.mod`

When submitting a software upgrade proposal (e.g. `$DAEMON tx gov submit-proposal software-upgrade`)
* Validate the plan info by default.
* Add flag `--no-validate` to allow skipping that validation.
* Add flag `--daemon-name` to designate the executable name (needed for validation).
* The daemon name comes first from the `--daemon-name` flag. If that's not provided, it looks for a `DAEMON_NAME` environment variable (to match what's used by Cosmovisor). If that's not set, the name of the currently running executable is used.
Things that are validated:
* The plan info cannot be empty or blank.
* If the plan info is a url:
* It must have a `checksum` query parameter.
* It must return properly formatted plan info JSON.
* The `checksum` is correct.
* If the plan info is not a url:
* It must be propery formatted plan info JSON.
* There is at least one entry in the `binaries` field.
* The keys of the `binaries` field are either "any" or in the format of "os/arch".
* All URLs contain a `checksum` query parameter.
* Each URL contains a usable response.
* The `checksum` is correct for each URL.
Note: With this change, either a valid `--upgrade-info` will need to be provided, or else `--no-validate` must be provided. If no `--upgrade-info` is given, a validation error is returned.

Rosetta v0.7.0 introduces a new parameter while initializing Asserter.
This includes more validation by passing validation config path.
Since we are not using this feature, we are passing a empty string.
