## Description
Closes: #10484
This PR makes the following big changes:
### 1. Change the tx.Handler interface

### 2. Change what gets passed into the ABCI Check/DeliverTx `Data` field
Before, we were passing the concatenation of MsgResponse bytes into the `Data`. Now we are passing the proto-serialiazation of this struct:

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.

## Description
Draft of: #9705
Started off with changing codec `MarshalYaml` function to directly go from JSON to yaml using the new library. Replaced the only usage of UnmarshalYaml per request.
