## New DB interface to replace `tm-db`
This introduces a new interface to wrap the backend KV store DB while supporting versioning and ACID transactions.
Part of [ADR-040](eb7d939f86/docs/architecture/adr-040-storage-and-smt-state-commitments.md) changes.
This has been revised to consist of only the interface types. All implementations and utilities will be in follow-up PRs.

The following is a breaking fix to #9800. In the non-breaking fix, the initialization logic was moved out of `InitializeAndSeal` but the API was preserved. I've now removed `InitializeAndSeal` and replaced it with just the `Seal` function, which may be called much more cleanly in `app.go`

## Description
Related to #9489, this PR improves the UX when using the `withdraw-all-rewards` command by forcing the broadcast mode to `block` if the chunk size is greater than 0. This will ensure that the transactions do not fail even if the user uses invalid broadcast modes for this command (`sync` and `async`).

## Description
Adds the amount of coins slashed from the validator to the `Slash` event. Additionally, before this PR, the jail/slash events were emitted **BEFORE** the slash/jail functions were even ran, which could result in a false positive event if an error occurred in these functions. ~~These events were moved to the end of the functions that implement the logic for them instead.~~ This PR moves the events to be emitted after the logic is executed.

The `--keyring-dir=xxx` flag was allowed by `appd gentx`, but wasn't actually used to search for key parameters. On investigation, it appears that `gentx` only initialized the query-side of the client context, but the tx-side needed to be initialized since keys and signing were involved.

After some more recent conversations w/ @aaronc, I decided to go back to his original proposal of setting up a subcommand for running in-process testnets.
This PR splits the `simd testnet` command into two subcommands:
- `simd testnet start` which starts an in-process n-node testnet
- `simd testnet init-files` which sets up configuration & genesis files for an n-node testnet to be run as separate processes (one per node, most likely via Docker Compose)

## Description
In Osmosis' simulation, we were observing that a large percent of the time was spent within SimulateParamChangeProposalContent, in particular within the composed key function. This is from a trace of our simulator running for 10 minutes:

After these change, the effect of ComposedKey() can no longer be seen in the profiler outputs.~

Currently, AddressFromBalancesStore uses the input key without any
validation, so an empty key or an invalid key length cause it panics.
This commit fixes the problem, by returning an error in case of invalid
key was passed.

* add key in ibc store tracking ibc upgrade heights
Add a new Key to the IBC client store to track the IBC Upgrade Height. This allows IBC upgrades to correctly remove old IBC upgrade states
* update abci and tests
* revert key storage after discussion with @AdityaSripal
Revert using a key to track IBC upgrades. By clearing any IBC state using an old plan in ScheduleUpgrade, IBC upgrades do not need to be tracked by IBC. This reduces code complexity and reduces potential for bugs.
* clear IBC states on cancelled upgrades
