feat: Add Table-Store (aka ORM) package - Table and Indexable (#9751)

## Description

This is the first step towards the migration of the [Table-Store (ORM) package](c99dbedd1f/orm) currently in regen-ledger into the SDK. This won't be exposed as a public API to start with but rather be internal to `x/group`.

This first PR brings these core concepts:
- `table` is the high level object for storage mapper functionality where entities are stored by an unique identifier called `RowID`
- `Indexable` types can be used to setup new tables.

There will be follow-up PRs for adding the following features:
- table types with auto-incrementing `uint64` primary keys and natural primary keys
- secondary indexes
- iterator and pagination
- import/export genesis

fixed an issue where the makefile target `build-linux` would build a faulty binary file on a mac m1, since the compilation target
was AMD64, but it was needed to be ARM64.

fix: rosetta `getHeight` function to use tmRPC.GenesisChunked() instead tmRPC.Genesis() (#10340)

## Description

When we enable rosetta from the chain with non-zero initial height & huge genesis, it always return 
```
Error: rosetta: (502) bad gateway
```

This is due to huge genesis load rejection from Tendermint. 

In current implementation, rosetta server requests genesis to get initial height
```
c.tmRPC.Genesis(ctx)
```

but, this will be failed with below message when the genesis is huge
```

  "id": -1,
  "error": {
    "code": -32603,
    "message": "Internal error",
    "data": "genesis response is large, please use the genesis_chunked API instead"
  }
}
```

To fix this, we can use following lines
```
status, err := c.tmRPC. GenesisChunked(ctx)

```

As part of the TX working group, we decided not to introduce a new sign mode for tipper signing. The tipper will use amino-json to sign via ledger (see #10346).

Also, add `signing.SignerData#Address` (will be used in subsequent PR #10346)

fix: replace reflect.Typeof.Name with fmt.Sprintf("%T") (#10392)
Per https://golang.org/pkg/fmt#hdr-Printing, Go's fmt "%T" specifier
prints out the underlying type hence we don't need to invoke
reflect.Typeof(key).Name() just to get it. This change was discovered
while examining Informal Systems' static analyzers that want to flag
certain packages.

fix!: store/cachekv: reduce growth factor for iterator ranging using binary searches (#10024)
This change takes the observation that previous dbm.IsKeyInDomain
which searches for [start, end) was performing too many byteslice
comparisons. Instead we start off by sorting all the values in the
store.unsortedCache, and then apply a modified binary search to
look for values that fall within the domain [start, end)
The procedure involves:
* iterating over all items to build a list of all keys -- O(n)
* invoking sort.Strings immediately, of which
we anyways eventually invoke sort.Slice(unsorted, ...) which uses
Quicksort -- O(nlog(n)) or O(n^2) worst case
* invoking modified binary search which is O(log(n)) * 2 ~ O(log(n))
to search for the [start, end) range indices

for a total approximate complexity of:
Best case:  O(n) + O(n(log(n))) + O(log(n)) ~= O(nlog(n))
Worst case: O(n) + O(n^2) + O(log(n))       ~= O(n^2)

instead of previously:
* iterating over all the unsorted items and invoking dbm.IsKeyInDomain:
bytes.Compare ~ O(n) + O(n*s*e) where s -- len(start), e -- len(end)
for overall complexity of O(n*s*e)
* invoking sort.Slice(unsorted, ...) which uses
Quicksort -- O(nlog(n)) or O(n^2) worst case

for a total approximate complexity of:
Best case:  O(n) + O(n*s*e) + O(nlog(n)) ~= O(n*s*e) ~ O(n^2)
Worst case: O(n) + O(n*s*e) + O(n^2)     ~= O(n*s*e) ~ O(n^2)

Ordinarily we'd combine the n*s*e to be n*m, but really the comparisons
between (start & key, end & key) are profound that it makes sense to
keep them as factors. The overall benchmark results vindicate our choice
of isolating the factors (n*s*e)

The benchmarks show that as the number of keys to iterate grows, the
new code grows gracefully in a somewhat linear growth, notice for
CAcheKVStoreIterator*, when we go from:
* 1,000 to 10,000 keys: 120us->1,600us (13X) old vs 95us->900us (9.47X) new
* 50,000 to 100,000 keys: 19ms->100ms (5.3X) old vs 5.5ms->17ms (3X) new

perf: avoid unnecessary byteslice->string before fmt %s verb (#10364)
fmt.Printf or fmt.Sprintf already know how to convert a
byteslice into a string when building the output; we shouldn't
incur the unnecessary string(byteslice) conversion.
Using Bencher, we can see improvements such as

perf: Only do memory allocation when zero coin is found (#10339)
## Description

Closes: #10333

Added a loop that checks for zero coins before making any memory allocations. If no zero coins are found, just return the `coins` slice as is. If a zero coin is found, then allocate the new array, stop looking for the first zero, and restart the loop to "remove" the 0's.

refactor: move from io/ioutil to io and os package (#10341)
## Description

The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages.

fix: null guard for tx fee amounts (#10327)
## Description

It is possible to submit a TX with a fees object containing a Coin with a nil amount. This results in a rather cryptic redacted panic response when the basic validation checks fee Coins for negative amounts.

This PR adds an additional check for nil to provide a friendlier error message.

feat: ADR-040: Implement RocksDB backend (#9851)
## Description

Partially resolves: https://github.com/vulcanize/cosmos-sdk/issues/14

Implements a [RocksDB](https://github.com/facebook/rocksdb)-based backend for the DB interface introduced by https://github.com/cosmos/cosmos-sdk/pull/9573 and specified by [ADR-040](eb7d939f86/docs/architecture/adr-040-storage-and-smt-state-commitments.md). 
* Historical versioning is implemented with [Checkpoints](https://github.com/facebook/rocksdb/wiki/Checkpoints). 
* Uses `OptimisticTransactionDB` to allow concurrent transactions with write conflict detection. This depends on some additional CGo bindings - see https://github.com/tecbot/gorocksdb/pull/216, https://github.com/facebook/rocksdb/pull/8526. We'll need to replace the `gorocksdb` module until these are upstream.

Closes: #8961 

SDK allows InitGenesis to return with an empty validator set. In practice, the error for an empty validator set gets thrown in tendermint. To fix this,

* Add non-empty validator set check to the `mm.InitGenesis` function. This will break `simapp.Setup` because it relies on an empty validator set [#comment](https://github.com/cosmos/cosmos-sdk/pull/8909#issuecomment-804850834).
* Update `simapp.Setup` to use a single validator.
* Fix failing tests (Most of them are keeper tests).
