chore: bump TM to v0.35.0 release candidate (#10210)
Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.

feat: Add upgrade proposal plan validation to CLI (#10379)

## Description

Closes: #10286

When submitting a software upgrade proposal (e.g. `$DAEMON tx gov submit-proposal software-upgrade`)
* Validate the plan info by default.
* Add flag `--no-validate` to allow skipping that validation.
* Add flag `--daemon-name` to designate the executable name (needed for validation).
* The daemon name comes first from the `--daemon-name` flag. If that's not provided, it looks for a `DAEMON_NAME` environment variable (to match what's used by Cosmovisor). If that's not set, the name of the currently running executable is used.

Things that are validated:
* The plan info cannot be empty or blank.
* If the plan info is a url:
  * It must have a `checksum` query parameter.
  * It must return properly formatted plan info JSON.
  * The `checksum` is correct.
* If the plan info is not a url:
  * It must be propery formatted plan info JSON.
* There is at least one entry in the `binaries` field.
* The keys of the `binaries` field are either "any" or in the format of "os/arch".
* All URLs contain a `checksum` query parameter.
* Each URL contains a usable response.
* The `checksum` is correct for each URL.

Note: With this change, either a valid `--upgrade-info` will need to be provided, or else `--no-validate` must be provided. If no `--upgrade-info` is given, a validation error is returned.

This PR is a follow-up of #9751.
It introduces 2 new public table types: `AutoUInt64Table` and `PrimaryKeyTable` based on the parent `table` struct introduced by #9751.

Upcoming work will include:

- iterator and pagination
- import/export genesis

Partially resolves: https://github.com/vulcanize/cosmos-sdk/issues/14

Implements a [RocksDB](https://github.com/facebook/rocksdb)-based backend for the DB interface introduced by https://github.com/cosmos/cosmos-sdk/pull/9573 and specified by [ADR-040](eb7d939f86/docs/architecture/adr-040-storage-and-smt-state-commitments.md). 
* Historical versioning is implemented with [Checkpoints](https://github.com/facebook/rocksdb/wiki/Checkpoints). 
* Uses `OptimisticTransactionDB` to allow concurrent transactions with write conflict detection. This depends on some additional CGo bindings - see https://github.com/tecbot/gorocksdb/pull/216, https://github.com/facebook/rocksdb/pull/8526. We'll need to replace the `gorocksdb` module until these are upstream.

- remove legacy keybase entirely.

fix: Ensure that we do not import multiple, conflicting tendermints (#10062)
## Description

Closes: nothing

Currently, because of conflicting versions in various imports, we import multiple versions of the tendermint code base when using the cosmos SDK. This fixes it with a rather blunt instrument, the replace line. I think that this would be a very good candidate to backport to 0.42.* and 0.44.*.

Basically, it will make for cleaner builds and if I had to guess, overall safer code.
