## Description

I've been telling people to add this `Since:` comment in some PRs, but noticed it's not documented anywhere. I updated the relevant PR from the conclusions of TX working group calls with @aaronc, @webmaster128 and myself.

## Description

Closes: #10484 

This PR makes the following big changes:

### 1. Change the tx.Handler interface

```diff

+	CheckTx(ctx context.Context, req tx.Request, checkReq tx.RequestCheckTx) (tx.Response, tx.ResponseCheckTx, error)

 where:

### 2. Change what gets passed into the ABCI Check/DeliverTx `Data` field

Before, we were passing the concatenation of MsgResponse bytes into the `Data`. Now we are passing the proto-serialiazation of this struct:

```

chore: cleanup go mod and regenerate proto files (#10645)
## Description

Some tests are still failing, eg: https://github.com/cosmos/cosmos-sdk/runs/4350294236?check_suite_focus=true
With message: 

> go: updates to go.mod needed, disabled by -mod=readonly; to update it:
>	go mod tidy
> test return:  1

Also, when using the latest version it cleanups the go mod.

chore: bump TM to v0.35.0 release candidate (#10210)

## Description

Closes: #10443 

For creating an intermediary/auxiliary tx (e.g. by the tipper in tipped transactions), using the existing `client.TxBuilder` is awkward. We propose a new client-side builder for this purpose.

API Usage (e.g. how the tipper would programmtically use this):

Hello 👋 this PR introduces the second stage of changes to support [ADR-038](https://github.com/cosmos/cosmos-sdk/pull/8012) state listening. This is rebased on top of the [first segment](https://github.com/cosmos/cosmos-sdk/pull/8551), which introduces the low level changes to the MultiStore and KVStore interfaces and implementations, the new WriteListener types, and the new listen.KVStore type.

In this segment we introduce the StreamingService interface, an implementation that writes out to files, and it's integration and configuration at the BaseApp level.

The idea was to have the first segment reviewed independently first but if people think it is easier/more time efficient to review both at the same time then we could start here.

As part of the TX working group, we decided not to introduce a new sign mode for tipper signing. The tipper will use amino-json to sign via ledger (see #10346).

Also, add `signing.SignerData#Address` (will be used in subsequent PR #10346)

This revises ADR-40 to specify storing `hash(value)` as the SMT mapped value.
This should allow the same indexing functionality as using `hash(key + value)`, while working much better with IPLD by storing only the hash of the mapped content.

feat: Add cli for listing all module accounts (#9812)
## Description

This PR adds a CLI for querying all module accounts, `module-accounts`, in the auth module. 
Using this command would display all the account information, including human readable name of the module, module account address, account number, permissions, etc. 

This command would be especially useful for developers using cosmos-sdk as there are lots of instances where a developer would have to look into the module account, but only to do so by getting the module account address after getting the module name, hashing it and bech32fying it in the status quo. By using this command, users would be able to get a quick look on the list of all module accounts' information.

Following up on https://github.com/cosmos/cosmos-sdk/pull/9089, this PR is the first step towards the migration of [x/group](https://github.com/regen-network/regen-ledger/tree/master/x/group) into the SDK. It introduces the group module proto definitions (types, tx, query) and other types.
The rest of the code (module, server, client, genesis...) is dependent on various other discussions (https://github.com/cosmos/cosmos-sdk/issues/9238, https://github.com/cosmos/cosmos-sdk/discussions/9182, https://github.com/cosmos/cosmos-sdk/issues/9237, https://github.com/cosmos/cosmos-sdk/issues/7773) and will be added in follow-up PRs incrementally.

This pull request removes deprecated documentation written in other languages (still available with semantic versioning) and updates the README for each locale with a note about contributing and a link to the older version.
