## Description
present app export genesis will export to stderr, not stdout, because [cobra `println` default is to stderr](https://pkg.go.dev/github.com/spf13/cobra#Command.Println)
`gaiad export > genesis_export.json` will not work
`gaiad export 2> genesis_export.json` will work
the fix makes gaiad export to print to stdout.

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.

## Description
The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages.

This PR adds the flag --for-zero-height to gaiad export, which runs several alterations to the application state to prepare for restarting a new chain in a consistent fashion.
It also:
* Moves Gaia's export code to cmd/gaia/app/export.go for cleaner separation.
* Fixes an inconsistency where we treated the initChainer as happening at height -1 - it should now happen at height 0, since the first header sent by Tendermint has height 1.
* Runs the runtime invariant checks on start (in initChainer)
* Adds a few auxiliary functions to clear slashing periods
* Removes the Height field from Delegation objects in x/stake, which was not used anywhere
* Add arg to PrintUnsignedStdTx() to actually operate in offline mode
* WIP simplifying server module
* Expose ExternalIP()
* Move {GenTx,Init}Cmd into gaia's new init package
