feat: extra logging in in-place store migrations (#10768)
## Description

Closes: #10689

it'd also be good to add more fine-grained tracking of individual migrations,
but there doesn't seem to be a quick way of doing it.
Perhaps the best is to leave it to each migration implementation
to add its own internal logging?

refactor: move legacy gov to v1beta1 (#10748)
Ref: #9810

Moves all legacy gov code to `v1beta1`. This preserves all existing behavior (i.e. everything still uses v1beta1). It's merely moving things around to get everything in the right place logistically (hence the large diff still)

feat!: x/gov: raise max description length to 10k chars (#10740)
The 5k character limit for governance proposals is something I've ran into several times now. This feels like an artificial constraint. The deposit is our mechanism to combat spam, and extra state used for this is really not a problem.

In this PR I propose raising this limit to 10k characters, to remove much of the immediate need for working around this 5k limit.

## Description

Closes: #10264 

This PR makes 2 changes in the CLI:

### 1. Add an `--aux` flag to all tx command.

```bash
simd tx bank send <from> <to> <amount> --aux (optional: --tip <tipAmt> --tipper <tipper>)
```

This will print an AuxSignerData instead of broadcasting the tx.

### 2. Add a new `aux-to-fee` subcommand

```bash
simd tx aux-to-fee <aux_signer_data.json>
```

This takes the output of the previous command, and broadcasts a 2-signer tx.

  - With the  flag added it becomes unclear whether `--fee-account` stands for `payer` or `granter`.
  - Renaming to `--fee-granter` makes things more explicit.
  - This is CLI breaking change.

When submitting a software upgrade proposal (e.g. `$DAEMON tx gov submit-proposal software-upgrade`)
* Validate the plan info by default.
* Add flag `--no-validate` to allow skipping that validation.
* Add flag `--daemon-name` to designate the executable name (needed for validation).
* The daemon name comes first from the `--daemon-name` flag. If that's not provided, it looks for a `DAEMON_NAME` environment variable (to match what's used by Cosmovisor). If that's not set, the name of the currently running executable is used.

Things that are validated:
* The plan info cannot be empty or blank.
* If the plan info is a url:
  * It must have a `checksum` query parameter.
  * It must return properly formatted plan info JSON.
  * The `checksum` is correct.
* If the plan info is not a url:
  * It must be propery formatted plan info JSON.
* There is at least one entry in the `binaries` field.
* The keys of the `binaries` field are either "any" or in the format of "os/arch".
* All URLs contain a `checksum` query parameter.
* Each URL contains a usable response.
* The `checksum` is correct for each URL.

Note: With this change, either a valid `--upgrade-info` will need to be provided, or else `--no-validate` must be provided. If no `--upgrade-info` is given, a validation error is returned.

feat: Allow futureOps to queue more Ops (#10469)

## Description

I modified where we handle queued operations to get all of the future operations from each queued operation that is executed.  We then add any new futureOps to the queued ops list.  This enables simulations to run chains of Operations rather than only being able to go one layer deep.  This is helpful in the case of building simulations around smart contracts that require multiple operations occurring in order.

fix: Update ctx BlockTime for simulations (#10467)

## Description

When running simulation tests with wasmd I am running into this error: 14e58bfa81/x/wasm/types/types.go (L258)

This is because when we are running in simulation mode we randomly create a date before the year 9999.  However, if a date is after the year 2262 `UnixNano` will overflow and possibly return a negative number.  To fix this I updated how we set the random genesis start time to be between the epoch and 200 years from now which means this error won't show itself again for another 40+ years.

perf: store/cachekv: avoid a map lookup if unnecessary, clear maps fast (#10486)
We can shave off some milliseconds, but also cut down some Megabytes of
RAM consumed by only requesting from the cache if needed, but also using
the map clearing idiom which is recognized by the compiler to make fast
code.

Noticed in profiles from Tharsis' Ethermint per https://github.com/tharsis/ethermint/issues/710

## Description

We want to use this feature in [Akash Network](https://akash.network/).

The [Akash whitepaper](https://whitepaper.io/document/632/akash-network-whitepaper) defines a time-based function for the inflation: `I(t)`. The way `cosmos-sdk` currently calculates inflation is different as compared to what the Akash whitepaper prescribes. So, we need the `cosmos-sdk` to accept a custom function to calculate inflation. When the custom function isn't provided, it should use the default inflation calculation logic as it currently does.

Hello 👋 this PR introduces the second stage of changes to support [ADR-038](https://github.com/cosmos/cosmos-sdk/pull/8012) state listening. This is rebased on top of the [first segment](https://github.com/cosmos/cosmos-sdk/pull/8551), which introduces the low level changes to the MultiStore and KVStore interfaces and implementations, the new WriteListener types, and the new listen.KVStore type.

In this segment we introduce the StreamingService interface, an implementation that writes out to files, and it's integration and configuration at the BaseApp level.

The idea was to have the first segment reviewed independently first but if people think it is easier/more time efficient to review both at the same time then we could start here.

fix: rosetta `getHeight` function to use tmRPC.GenesisChunked() instead tmRPC.Genesis() (#10340)

## Description

When we enable rosetta from the chain with non-zero initial height & huge genesis, it always return 
```
Error: rosetta: (502) bad gateway
```

This is due to huge genesis load rejection from Tendermint. 

In current implementation, rosetta server requests genesis to get initial height
```
c.tmRPC.Genesis(ctx)
```

but, this will be failed with below message when the genesis is huge
```

To fix this, we can use following lines

fix!: store/cachekv: reduce growth factor for iterator ranging using binary searches (#10024)
This change takes the observation that previous dbm.IsKeyInDomain
which searches for [start, end) was performing too many byteslice
comparisons. Instead we start off by sorting all the values in the
store.unsortedCache, and then apply a modified binary search to
look for values that fall within the domain [start, end)
The procedure involves:
* iterating over all items to build a list of all keys -- O(n)
* invoking sort.Strings immediately, of which
we anyways eventually invoke sort.Slice(unsorted, ...) which uses
Quicksort -- O(nlog(n)) or O(n^2) worst case
* invoking modified binary search which is O(log(n)) * 2 ~ O(log(n))
to search for the [start, end) range indices

for a total approximate complexity of:
Best case:  O(n) + O(n(log(n))) + O(log(n)) ~= O(nlog(n))
Worst case: O(n) + O(n^2) + O(log(n))       ~= O(n^2)

instead of previously:
* iterating over all the unsorted items and invoking dbm.IsKeyInDomain:
bytes.Compare ~ O(n) + O(n*s*e) where s -- len(start), e -- len(end)
for overall complexity of O(n*s*e)
* invoking sort.Slice(unsorted, ...) which uses
Quicksort -- O(nlog(n)) or O(n^2) worst case

for a total approximate complexity of:
Best case:  O(n) + O(n*s*e) + O(nlog(n)) ~= O(n*s*e) ~ O(n^2)
Worst case: O(n) + O(n*s*e) + O(n^2)     ~= O(n*s*e) ~ O(n^2)

Ordinarily we'd combine the n*s*e to be n*m, but really the comparisons
between (start & key, end & key) are profound that it makes sense to
keep them as factors. The overall benchmark results vindicate our choice
of isolating the factors (n*s*e)

The benchmarks show that as the number of keys to iterate grows, the
new code grows gracefully in a somewhat linear growth, notice for
CAcheKVStoreIterator*, when we go from:
* 1,000 to 10,000 keys: 120us->1,600us (13X) old vs 95us->900us (9.47X) new
* 50,000 to 100,000 keys: 19ms->100ms (5.3X) old vs 5.5ms->17ms (3X) new

perf: Only do memory allocation when zero coin is found (#10339)
## Description

Closes: #10333

Added a loop that checks for zero coins before making any memory allocations. If no zero coins are found, just return the `coins` slice as is. If a zero coin is found, then allocate the new array, stop looking for the first zero, and restart the loop to "remove" the 0's.

fix: null guard for tx fee amounts (#10327)
## Description

It is possible to submit a TX with a fees object containing a Coin with a nil amount. This results in a rather cryptic redacted panic response when the basic validation checks fee Coins for negative amounts.

This PR adds an additional check for nil to provide a friendlier error message.

feat: ADR-040: Implement DBConnection.Revert (#10308)
Implements the `DBConnection.Revert` method which reverts DB state to the last saved version. This will be need to implement atomic commits with the KV store for https://github.com/cosmos/cosmos-sdk/pull/9892 (supports [ADR-040](eb7d939f86/docs/architecture/adr-040-storage-and-smt-state-commitments.md)).
