dev-setup.sh: use a working minikube version

There is a regression in minikube documented here:

    https://github.com/kubernetes/minikube/issues/13542

Since this script sets up `minikube completion bash` in your ~/.bashrc,
ensure minikube does not SIGSEGV and die.
