publicrpc: expose PublicrpcServer

This is necessary if we want to register the service
with an existing gRPC server, rather than a separate service.
Also renames PublicRawHeartbeatConnections to RawHeartbeatConns
for brevity and fixes some typos.

bridge: allow specifying skip_preflight in debug VAA submission

This allows forcibly submitting a failing VAA on-chain in cases where
the preflight check would hinder debugging.
