Leo 3c20a0493b staging/algorand: apply global Apache 2 license 
As previously discussed, staging/algorand will be relicensed as
Apache 2. Replace all license headers by the global license.

Rand Labs needs to sign off on this PR to formally relicense
their contributions.

Wormhole Spy SDK

Note: This is a pre-alpha release and in active development. Function names and signatures are subject to change.

Wormhole Spy service SDK for use with @certusone/wormhole-sdk

Usage

import {
  createSpyRPCServiceClient,
  subscribeSignedVAA,
} from "@certusone/wormhole-spydk";
const client = createSpyRPCServiceClient(SPY_SERVICE_HOST);
const stream = await subscribeSignedVAA(client, {});
stream.on("data", ({ vaaBytes }) => {

});
