Add `chia init` and refactor out many global references to the config directory (#153) 
* Tweak subcommand template.
* Don't hack the .chia/beta-* directory when invoking `chia`.
* Get `chia init` working. Factor out all global paths.
* Reverse order of migration bases.
* Update README.
