These enode ID URIs _must_ include a `raftport` querystring parameter specifying the raft port for each peer: e.g. `enode://abcd@127.0.0.1:30400?raftport=50400`. Note that the order of the enodes in the `static-nodes.json` file needs to be the same across all peers.
