HAL - Fix issues with HAL USB timeouts on fast processors.

* Occurs more frequently on >=480Mhz CPUs.
* Occurs more frequently on RELEASE builds due to optimizations.

Confirmed fixed on H730 @ 520Mhz RELEASE build.
