Python DBC CAN encoder, fix scale/offset (#428) 
* Bugfix in dbc CAN encoder

While encoding, we need to subtract the offset first before we apply the factor.

* Update dbc.py

* Forgot to add import for assert_almost_equal

* test against C++ can packer
