If requested, actually treat uncomfirmed change as being uncomfirmed

This commit strengthens 1bbca249b2 by updating the CWalletTx::IsConfirmed() function. If (bSpendZeroConfChange==false), then IsConfirmed() should actually treat unconfirmed change as being unconfirmed.
