Francisco Gindre 24da80d36b [#821] `failedToWriteMetadata` at sync startup (#822) ... contains no public API changes. Adds `func shouldClearBlockCacheAndUpdateInternalState() -> BlockHeight?` to `SyncRanges` so that the compact block processor can advert internal states that are not consistent and recover from such state.
