Replace the principal developer board seat
Removing the seat simplifies Foundation governance, and appears to be a popular move. More discussion can be found on the forum https://forum.zcashcommunity.com/t/dev-fund-proposal-dev-fund-to-ecc-zfnd-major-grants/35364/17?u=mhluongo
