node: forward public REST requests to public gRPC (#1695)

* forward public REST requests to public gRPC

* handle publicPRC address differently

* add config flag publicGRPCSocketPath

* start publicrpcsocket and forward publicweb to publicrpcsocket

* clarify error message

* add --publicGRPCSocket to testnet
