rusefi config: increase BLOCKING_FACTOR
...
Keep it more that a half of TS_TOTAL_OUTPUT_SIZE allows TS to read
whole livedata in two requestes. This increases refresh rate while
still not wasting much of RAM for scratchBuffer.
