This PR adds a full backup option for cosmovisor.
`UNSAFE_SKIP_BACKUP` is an `env` setting introduced newly.
- if `false` (default, **recommended**), cosmovisor will try to take backup and then upgrade. In case of failure while taking backup, it will just halt the process there and won't try the upgrade.
- If `true`, the cosmovisor will try to upgrade without any backup. This setting makes it hard to recover from a failed upgrade. Node operators either need to sync from a healthy node or use a snapshot from others.

The following is a breaking fix to #9800. In the non-breaking fix, the initialization logic was moved out of `InitializeAndSeal` but the API was preserved. I've now removed `InitializeAndSeal` and replaced it with just the `Seal` function, which may be called much more cleanly in `app.go`

## Description
This PR adds a CLI for querying all module accounts, `module-accounts`, in the auth module.
Using this command would display all the account information, including human readable name of the module, module account address, account number, permissions, etc.
This command would be especially useful for developers using cosmos-sdk as there are lots of instances where a developer would have to look into the module account, but only to do so by getting the module account address after getting the module name, hashing it and bech32fying it in the status quo. By using this command, users would be able to get a quick look on the list of all module accounts' information.

This ADR is to be merged as "DRAFT" status for now, as the details for the "Bumping Protobuf Package Version" section have not been sorted out yet.
This ADR comes from discussion with @webmaster128 and @robert-zaremba about proto updates strategy. We decided to go for an ADR to document our decision for v0.43, and for visibility for other chains doing proto upgrades.

This PR is a forward-port of #9392 from `release/v0.42.x` to `master`.
It was initially decided in https://github.com/cosmos/cosmos-sdk/pull/9392#issuecomment-865987655 that #9392 would be a temporary fix for 0.42, but as per @AdityaSripal's request we're actually foward-porting this to master too.

## Description
Related to #9489, this PR improves the UX when using the `withdraw-all-rewards` command by forcing the broadcast mode to `block` if the chunk size is greater than 0. This will ensure that the transactions do not fail even if the user uses invalid broadcast modes for this command (`sync` and `async`).

## Description
fix typo in "accommodating" and apply content standards to replace Latin with words (e.g. is now for example) and limit the use of "please" per https://developers.google.com/style/tone#politeness-and-use-of-please
many new repos are using the Cosmos SDK repo as a good model to follow, so I thought to make this README the best README we can make it.
