"python" is not available on my system only "python3",
so this will cause output stderr even though the Makefile
later checks if "python3" exist

If the user didn't have ARM SDK in the ./tools path, then previously they
would not get the compiler version string.

Otherwise, the comments are interpreted as shell comments, and the Windows
shell does not consider `#` a comment.

Dumb, but that's the way it is.
