Impl ZIP 216 on SaplingVerificationContext and redjubjub::PublicKey

`PublicKey::verify` now always uses post-ZIP 216 validation rules, which
is fine in non-consensus contexts.
`SaplingVerificationContext` is used by `zcashd`'s consensus rules.
