settxfee amount
settxfee is DEPRECATED and will be removed in a future release.
It is strongly recommended to use the default ZIP 317 fee, which is not
expressible using settxfee.

Set the preferred transaction fee rate per 1000 bytes. This is only used by legacy transaction creation APIs (sendtoaddress, sendmany, and fundrawtransaction). Overwrites the paytxfee parameter.
Arguments:
1. amount (numeric, required) The transaction fee rate in ZEC per 1000 bytes rounded to the nearest 0.00000001
Result
true|false (boolean) Returns true if successful
Examples:
> zcash-cli settxfee 0.00001
