Jack Grigg c24a1514bf Recommend against opportunistic shielding 
The recipient in an opportunistic shielding transaction learns a
transparent address that they can assume is associated with the
transaction sender. While the transparent protocol does not attempt to
hide this information, and it might be learnable from other sources, we
don't need to make it easy.

Kris Nuttycombe 57b837d60d Remove specific author names related to prior work from the credits of dev fund proposals. 
Zooko pointed out that including his name in any proposal could be
misleading; in the interest of eliminating such issues I propose
that only authors who have specifically requested inclusion in
the credits for prior work be included.
