feat(rpc): Implement `getaddressbalance` RPC (#4138)
* Add `Amount::serialize_as_string` helper method

A helper method that makes it easier to serialize an `Amount` as a
string. This is needed for the response type of the `getaccountbalance`
RPC.

* Implement state service call for address balance

Add `Read{Request,Response}::AddressBalance` variants and implement the
handler that calls the query function.

* Create an `AddressBalance` response type

Only contains the `balance` field which is needed by `lightwalletd`.
That field is serialized as a string, following the RPC specification.

* Implement `get_address_balance` RPC

Query the read-only state service for the information, and wrap it in an
`AddressBalance` response type so that it is serialized correctly.

* Run `rustfmt` inside `proptest!` block

Fix some minor formatting details.

* Test `get_address_balance` with valid addresses

Check that the RPC leads to a query to the mocked state service for a
balance amount.

* Test `get_address_balance` with invalid addresses

An error message should be returned by the RPC.

* Rename metric to `address_balance`

Keep it consistent with how it's named in other places.

Fix the input parameter so that the list of address strings is placed
inside a JSON map.

* Update property tests to use `AddressStrings`

Make sure the proper input type is created.

change(test): Refactor how extra arguments are handled when spawing lightwalled (#4067)
* Join similar imports

Avoid the confusion that might cause one to think that they come from
different modules or crates.

* Create an `Arguments` helper type

A type to keep track of a list of arguments for a sub-process. It makes
it easier for overriding parameters with new values.

* Create an `args!` helper macro

Make it simpler to create `Arguments` instances with known values.

* Require `Arguments` for `spawn_child` method

Change the method to have an `Arguments` parameter, and merge it with
some default values before passing them forward.

* Use `Arguments` in `spawn_lightwalletd_child`

Change the method to use an `Arguments` instance, and merge it with some
default options.

* Use `Arguments` in `spawn_child_with_command`

Require an `Arguments` instance in the `spawn_child_with_command`
extension method. Makes it simpler to call from `spawn_child` and
`spawn_lightwalletd_child` extension methods.

* Test if argument order is preserved

Check that when building an `Arguments` instance, the order that the
arguments are set is preserved in the generated list of strings.

* Refactor test to improve readability

Also separates some common code to be reused by later tests.

* Test overriding arguments

Check to see if overriding arguments behaves as expected, by keeping the
argument order when overriding and not introducing duplicates.

* Refactor test to improve readability

Move out a chunk of code so that the test itself is easier to read and
to make that code reusable by a later test.

* Test that `Arguments` instances can be merged

Merge two `Arguments` instances built from two lists of arguments, and
check that the expanded strings preserve order and override rules.

* Add Eq derives on Arguments

In the Test workflow we were using a different approach than the one being used in the Full sync test.

Also, in the Full sync test the variable was LOWER_NET_NAME, but NETWORK was being used in the disk name, with caps.

Increase test coverage of state rebuild (#4020)
Only run the state rebuild job if the database format version has (likely) changed.

If we have accidentally changed the format, but not changed the version,
we want to run with the old cached state, so this job fails.

If we change the state path without changing the version,
this job will take a few hours, because it will do a full rebuild.

imp(ci): do not invalidate cache between PRs (#3996)
When a PR is created and an image is built in a branch, the cache is also pushed to a `buildcache` tag.

As all PRs are using the same tag, sometimes the cache for a specific branch gets invalidated and makes it take longer on further pushes.

This fix might make the first commit take longer, but further ones will be faster if no changes in the code are applied.
